Case Study Community, Enterprise & Education The East Neuk Estates Group was established in 2008 and comprises a group of six estates in the rural East Neuk of Fife.

Amongst the Group’s initiatives to date is the ‘East Neuk Community Action Plan’ (ENCAP). This arose from the estates' commitment to work together with Fife Council, the local communities and other public and private sector organisations to seek to ensure the long term continued success of the East Neuk of Fife as an exceptional place to live, visit and work. The over-riding objective will be in keeping East Neuk communities vibrant.

The East Neuk Community Action Plan is being developed by the Group, Fife Council and other local interests. It will set the strategic economic and planning context for developing sustainable communities within a vibrant local economy. The Action Plan aims to revitalise the local economy by creating local jobs through maximising economic opportunities from key sectors (e.g. in renewables, tourism and the agri-food industries); to develop more business activities in the rural environment; to address the area’s housing needs, including affordable housing; to foster a strong sense of local identity and social cohesion amongst the communities within the East Neuk; and to achieve a long-term and sustainable balance between competing needs and priorities.

In order that all stakeholders work together to more effectively address the issues and challenges in the area, the Action Plan is being developed by the public and private sector in partnership with local communities. Members of the East Neuk Estates Group have already commissioned the Scottish Community Foundation to undertake a Community Profile of the East Neuk which identifies some of the challenges of the area in terms of demographic change, enterprise and employment opportunities and lack of affordable housing.

A local community foundation network, the East Neuk Community Awards Fund, has been set up by members of the East Neuk Estates Group to start to address these issues in a strategic and structured way. The Fund is open to wider contribution and it is hoped that this can form the basis of a wider community development fund for the area.

The East Neuk Estates Group’s other activities include supporting local schools and educational activities; supporting local community activities, services and cultural events; providing recreational opportunities for local families; establishing a local biodiversity initiative; collaborating with a local civic design project; and exploring the provision of mentoring services to support local start-up businesses.
