Case Study Luss Estates housing partnership The launch of the Luss Strategic Development Framework in 2013 has enabled the announcement in early May 2016 by Luss Estates Company of a significant step towards the delivery of new family housing in Luss village.

The Framework was compiled following eighteen months of extensive research and consultation with the local community as well as key stakeholders, other landowners including Argyll and Bute Council (A&BC) and Loch Lomond & The Trossachs National Park (LLTNP). It addresses four key issues facing Luss: population demographic and housing; economy and employment; transport and arrival; and setting.

Amongst the report's findings is the need to review planning policies to provide housing. This, it argues, will be essential to attracting more young families to Luss, in turn driving economic growth and creating a more sustainable community, this will also strengthen the village's position as an area service hub. The ambition of Luss Estates is to provide a broad range of family housing, with potential sites in and around Luss identified which could accommodate up to 78 new family homes. It also calls for improved communication technology, such as high speed broadband and mobile coverage, and for the exploration of business opportunities with, where feasible, the provision of business premises.

To help achieve this, Luss Estates has now agreed to gift a parcel of land to Link Housing, valued at more than £150,000, for five new homes for local families on the banks of Loch Lomond. Many local people struggle to raise the finance for properties in this iconic beauty spot, but Luss Estates are investing in the future by donating the site to the housing association to support the development of affordable housing.

Sir Malcolm Colquhoun, Luss Estates Chairman said: “We have been in negotiation with Link Housing for some time and I am delighted that we are now able to make this major commitment to the future of Luss. I very much hope that these new houses will be made available to local families – our main aim is to ensure that they are able to stay in the area”.

Local MSP Jackie Baillie responded to the development and gift, saying: “After so many years in the planning, I am thrilled that Luss Estates has made this generous gift. I look forward to seeing the affordable family housing delivered in Luss and I urge eligible local residents to make sure that they are registered appropriately with Argyll & Bute and Link Housing”.
